Here is a strange Halloween special from I think the late 80s. Other than that, I can't seem to find any other information about this weird special. Good for a laugh or two.
The end credits (@7:27 on part 3) give the date: MCMLXVIII (1968!) (I had to check this with a converter to be certain because it does have an early 80's style.)
It's also a CFCN production. CFCN is a Calgary, Alberta, Canada TV station. Back before networks grabbed everything up, many of these stations would produce local programming and this appears to be an episode of one of them. It's likely survived because it was a Halloween special.
The Whoopties was a limited children's drama produced in the 80's but CFCN Television. A total of 4 half-hour episodes were produced, all shot single camera style and in-studio. The end credit was a a typo - MCMLXVIII, it was 1986.
